Starting in 2010, this festival is a cat-themed Halloween where anyone can participate regardless of age, gender, or nationality as long as they are dressed up as a cat. It is a community event that connects people and the city, transcending various boundaries. Participation requires wearing a cat-themed costume or possessing a cat-like spirit and being willing to have a photo taken in the costume. Children under elementary school age must be accompanied by a guardian. Changing rooms, makeup services, and costume assistance are available for an additional fee.
