This is the largest Halloween cosplay event in Japan, held annually since 2014 in the Ikebukuro East Exit area of Toshima Ward. The festival is affectionately known as "Ike-Haro" and is set in a district famous for its manga and anime culture. The event attracts a massive crowd, with the previous year seeing over 161,000 attendees. It is the first time in five years that the schedule includes Halloween Day itself. The festival offers a temporary pedestrian-only zone on the main street for the parade, allowing spectators to watch and experience the festivities alongside cosplayers. Activities are designed for both participants and non-cosplayers, ensuring a fun atmosphere for everyone.
